The aim of this conference, which will be held at the University of Mosul in Oct. 2022, is to shed light on the obstacles, of all kinds, that prevent the sustainability, modernization, formation and accumulation of human capital in Iraq. Analyzing the components of these obstacles, addressing and assessing the risks of their continuation, and prescribing the appropriate policies to tackle them, are major targets. The conference adopts a broad definition of human capital, which is not limited to the components of education and health, as is common, but also includes the components of intellectual, social, organizational and psychological capital. In view of the scarcity of detailed data directly related to the problems to be discussed and mentioned above, the conference also welcomes research and studies with theoretical features based on personal experiences, or on basic data made available by international organizations and institutions, related to the problem under study. The conference also welcomes research and applied studies based on recent fieldwork surveys on the problem in question. The aim of these research papers and studies, and the accompanying comments, interventions and discussions, is to contribute to clarifying the vision for intellectuals, thinkers and researchers, for decision-makers in the government, and for the private sector and civil society organizations. They would pave the way for designing appropriate economic policies to provide the required treatments, and motivate other researchers to carry out further studies on human capital in Iraq in the future.
